Projects are accepted at all stages as there are opportunities for filmmakers to pitch their projects to executives who may get involved in providing finishing funds, co producing or distribution. Hence why minimal rules apply. We assess each project individually and try to put relevant executives together with filmmakers they may be able to work with/assist.
